Biographical and administrative history: The report was commissioned by the International Freedom Foundation, Washington, D.C. The work of the commission, headed by R.S. Douglas S.C., lasted from July 1992 to January 1993. The report was based on 100 witnesses, which were seen during that period, and 60 sworn depositions received. At least 40 survivors of the camps were interviewed.
