Writes to Smuts in his capacity as Director of War Recruiting. Points out various difficulties encountered by the Department of Defence. Suggests the formation of a small committee under control of the Minister of Defence to enquire into the workings of the Department of Defence.

C.P. Crewe to J.C. Smuts

Letter written from Uganda. Crewe states the position to be unsatisfactory due to problems of porterage. Crewe criticises Col. Adys and the inability of the Belgians to understand the problems of the campaign. Recommends that a capable South African officer be sent to control South African army and lines of communication. Bakakata too long a border. Crewe does not think Smuts' campaign in German East Africa will end before he can capture Dar-es-Salem. Crewe is therefore convinced South Africa should assist the Belgians, but no help can be given by Smuts.

After assisting the Belgians, Crewe wishes to be relieved of his responsibilities.

Crewe disappointed in Smuts' coalition efforts. Angry at Smuts' support of Byron's nomination. Denounces the British representatives in the Cabinet, Stuttaford, Clarkson and Patrick Duncan. Fears that Smuts has destroyed the South African Party.

Is still anxious to retain Smuts' friendship but is doubtful about the success of coalition. Feels that racialism has been manufactured by politicians opposed to Smuts in parliament. Implores Smuts to help the farming community.

Gives details of the Parliamentary Programme for the year - Amnesty, Estimates, Additional Representation Bill, amendments to Glen Grey Bill, Locations Act and Crewe's own Arms and Ammunitions Act. Has taken a cabin on the "Briton" for June 1st for a family holiday.

Criticises Jagger's handling of the Chinese Question. Crewe has reduced Defence estimates by E82 000 a year. The League Congress to meet on 24th March. Fuller is Improving. Only Jagger is unsatisfactory in the Party.
