Indemnity was to be granted to political prisoners in terms of the Pretoria Minute. There was considerable disagreement as to the definition of political prisoner. This resulted in numbers of prisoners staying in prison, in anticipation of being freed. CODESA, the negotiating forum for a democratic constitution, also intervened in this impasse. Prisoners took to protesting their continuing incarceration, and initiated a co-ordinated hunger strike.
