Topics covered are: the granting of mineral concessions and the situation of settlers in the "Klein Vrystaat" ; Shepstone's agreement to recognise the independence of Swaziland subject to the joint admnistration of Swaziland by white settlers and blacks; grazing rights; farming concessions; customs concessions.

Correspondence and despatches to Lord Rosmead. Lagden was Government Secretary and Accountant in 1884, was appointed Assistant Commissioner in 1885 to Sir Marshall Clarke. He established a magistracy in Masupha's country in 1886. In 1890 he acted as Resident Commissioner and was Resident Commissioner from 1893-1901.
