Makeleketla Civic Association

The LRC assisted the Makeleketla Civic Association in negotiations with the Town Council. A longstanding dispute existed between the two parties regarding rentals, service charges and non-delivery of service. The Makeleketla Civic Association embarked on a rent boycott; the council cut off water supplies, sanitation and refuse services were also halted, and summons issued to defaulters. The LRC intervention led to the establishment of a working group but agreement could not be reached on rental amounts. A meeting was then held with representatives of the Orange Free State Provincial Administration. This resulted in levels of payment being set and a moratorium being placed on legal action against past defaulters.

Masilo Civic Association

On 1 May 1990, residents of Masilo Township embarked on a rent and services boycott and later water to the township was cut off. Masilo Civic Association sought the LRC's assistance to resolve the dispute. An agreement was reached with Orange Free State Provincial Administration that criminal proceedings against the residents would be withdrawn. Material includes statements by members of Masilo Civic Association, minutes of Town Council meetings, minutes of meetings between Masilo Civic Association and the Town Council and copies of an agreement between Masilo Town Council and Civic Association.

Phiritona Civic Association

The LRC was involved with discussions with the Phiritonia Town Council and the Civic Association regarding services. There were also negotiations regarding non-payment of services bills and meetings including the Congress of South African Students concerning the state of the schools. The Phiritonia Town Council was owed R70 000 and had instituted legal proceedings against defaulters and cut off the water supply. The material mostly consists of minutes of meetings, attendance registers, and lists of grievances in schools.

Virginia Civic Association

In 1990 Meloding Civic Association organised a rent and services boycott. Meloding Town Council cut off some of the essential services including water and instituted criminal charges. The LRC mediated between the Civic Association and the Town Council. The material includes, summons against the residents by Town Council, letters from Orange Free State Water Board, research materials, press releases, newspaper clippings, faxes from Eskom and minutes of Meloding Civic Association meetings.

Vosloorus Crisis Committee

The LRC acted for the Vosloorus Crisis Committee in a dispute with the Vosloorus Town Council. Residents embarked on boycotts because of poor services. The council cut water and electricity supplies. In January 1990, the LRC organised a march by 50000 residents; at its conclusion, a list of grievances was handed to the Vosloorus Town Council, which included educational matters, health matters, service charges, and a call for a commission of enquiry into the administration by the Town Council. Electoral matters were raised, since Vosloorus was divided along tribal lines. Political violence was also rife at the time, and press clippings relating to some of these incidents are included. In anticipation of a commission, many meetings were held to work out a framework for a submission to the commission. A letter dated 8 October 1990 records the Transvaal Provincial Administration's refusal to appoint a commission of enquiry. No indication of how the dispute was settled.
