The photo is accompanied by a letter, dated 25 September 1961, explaining the conference which took place at the Sparks Estate Community Centre. The purpose of the conference was to recommend changes in the Durban Federal Council.
The photo caption reads: 'Our camera-man found (left to right) enjoying a joke during tea break Mr. E.G. Rooks (President of the Durban Federal Council), Mr. Dennis Young (formerly of East London), Mr. J. Seeger (Secretary of the St. John's School Committee in East London) with the vice president of the Ward X Ratepayers Association, Mr. Paul Green-Thompson.'
