The appeal concerned the right of access to sufficient water, entrenched in section 27 of the Constitution. The applicants were residents of Phiri in Soweto (the residents) and the respondents were the Cit of Johannesburg, Johannesburg Water and the Minister of Water Affairs and Forestry.
