Sets out the position of the peoples living on Ruigtefantein farm near Waschbank, which in terms of some clause in the Public Health Commission in Natal became a Proclaimed area in 1945; the local residents are now obliged to pay levies to the Public Health Commission - on pain of prosecution: -although it is apparent that no facilities or services will be provided far their benefit from this revenue. Mdhluli feels that the community is divided over how best to handle the matter, and therefore appeals to Champion for advice.
