Lukin has been promoted to command the 64th Division. The South African troops distinguished themselves in recent heavy fighting. The war might be over by the end of the year, as the Germans are making their last stand.
Lukin dismayed by Hertzog's opposition to a message sent to Haig. Smuts and Milner co-operating in the War Cabinet.
Difficulty experienced in obtaining new recruits. Enclosed is Haig's recommendation that Lukin be promoted.
