The bulk of the collection consists of Gavin Morkel Stewart's personal papers focused on research into the closure of the Rand Daily Mail (RDM) newspaper. Additional material relates to Stewart's student's work, his involvement with the Liberal Party, and the Daily Dispatch newspaper.

This strategic plan followed on from the National Strategic Plan of 2000-2005, the Operational Plan for Comprehensive HIV and AIDS Care, Management and Treatment (CCMT), as well as other strategic frameworks developed for government and sectors of civil society. It represented a multi-sectoral response to HIV/AIDS. Its aims were to halve the rate of infections and reduce the impact of HIV/AIDS on all sections of society by improving access to treatment, care and support to 80% of all those affected by the epidemic, and their families.
