Papers of Carien Engelbrecht

  • ZA HPRA A3330
  • Fonds
  • 1994 - 2003

The CASE studies (Community Agency for Social Enquiry) contained in the collection were commissioned by Carien Engelbrecht during her time at the Gauteng Department of Housing and Land Affairs, to track the impact of land release and informal settlement activities. From a policy point of view, the purpose of the CASE study was to show that proactive, positive engagement with land hunger and informal settlement formation was far more effective from an economic and social development perspective than doing nothing. The study tracked the changes over time. The conclusions of the study speak for themselves, as the provision of security of tenure within "official" land release and informal settlement programmes led to rapid economic and social change that was not matched in "illegal" sites. This perspective strongly informed subsequent work in the Department. The Final Report on the Alexandra Renewal Programme (see B9) was compiled by Carien Engelbrecht on her leaving the Department, after she pointed out issues of corruption.

National Land Committee records

  • ZA HPRA AG3246
  • Fonds
  • 1983 - 2003

This is a collection of documents illustrating the activities of the National Land Committee for the period of 1983 to 2003. The records of this organisation contain reports, projects, publications, newspaper clippings, journals, photographs and other documents. The National Land Committee is a section 21 non-governmental organization, comprising of a national office and eight affiliated land rights organizations across South Africa. This NGO actively assists poor black rural people to access their rights to land and to development resources. The network was formed in 1985 as the National Committee Against Forced Removals (NCAR) and was helping disadvantaged communities during the time of apartheid and forced removals. In 1990 the NCAR became the National Land Committee (NLC) and joined the discussions around the issue of land reform in the soon to be democratic South Africa. During its operating period the NLC has played an important role in the development of land reform policy and the implementation of land reform and rural development programmes. This NGO office plays a central role in co-ordinating and managing a variety of programmes. Among them are: the National Capacity Building Programme (NCBP), the Farm Worker Programme, the Land Rights Programme, and the Land Development Programme. The National Programmes are supported by the Research, Gender, and Organization Development Programmes. They are assisted and supported by the NLC'S Finance and Administration Unit. The National Land Committee also provides information and education to rural communities on land reform.
