'Pine ships Jane and Betsey are on their way to the Cape with the requested stores, convoyed by the frigate Crescent, Dills of Exchange have boon issued to raise funds for the provisions and these Bills should be redeemed within 3 months; asks advice about what goods may be imported into the Cape.

Macartney, Earl, Castle of Good Hope. To the President and members of the Burgher Senat

Recommends that they order lead pipes through the Cape merchants, as His Majesty's Government is not a commercial one but if this is impossible he will order the pipes; asks for a statement of their present funds and of their income and expenditure for last year.

Reports on his mission, during which he established the magistracy and made several appointments and emphasises the need for a good secretary to be sent from Cape Town; an expedition against the Caffres has been cancelled but he has approved one against the Bushmen and Hottentots; will depart soon to the Zwartkops River.
