On 17 January 1984, a commissioner at an enquiry in Johannesburg determined that P Mokoena, who had been arrested, was 'idle' and sentenced him to 12 months at Voortrekkerhoogte Farm Colony (case 1318/83). On review, the LRC argued that the commissioner had not followed the correct procedure in arriving at this decision.
