Numerous international representatives attended, including 20 heads of state, amongst them Nelson Mandela, who had just been released from prison, United Nations Secretary-General, Javier Pérez de Cuéllar, and the President of South Africa, F W de Klerk. Powers were formally handed over to the president of SWAPO, Sam Nujoma, who was then sworn in as the first President of Namibia.
