In 1996 Graeme Simpson, at the time Director of the CSVR in Johannesburg and a consultant to the Department of Safety and Security, and Janine Rauch, Senior Consultant and former Chief Director of Policy in the Secretariat for Safety and Security, both were members of the interdepartmental Strategy Team, which was responsible for drafting the National Crime Prevention Strategy in 1996. Graeme Simpson also participated in later reviews and audits of the NCPS, as well as strategies evolving from the NCPS. Janine Rauch participated as member of one of the working groups of the Gauteng Inter-Governmental Inter-Sectoral Forum (GIGF ISF) on Safety and Security, which was established in 1998 in order to co-ordinate the implementation of the NCPS.
